Penza region among top 10 in all-Russian budget openness rating

Penza, 10 November 2014. PenzaNews. The Penza region shared 8-9th places with the Irkutsk region after the three stages of the 2014 all-Russian regional budget openness rating.

The region was given 15th place among all Russian subjects in the previous stage of the rating.

Currently, the Penza region is on the 4th place among the regions of the Volga Federal District.

During the first two stages, the reviewers rated the pre-approved budgets and data openness infrastructures, as well as completeness of annual budget reports.

The third stage rated the issues of budgetary performance, control and audit.

The Penza region shared the 1-2nd places with the Krasnoyarsky Krai in the “Budget law changes introduction” subrating, and took 3-6th places along with the Kirov and Omsk regions, as well as Khanty-Mansiisk – Yugra autonomous district, in “Control and Audit” category.

The fourth stage of the rating will be dedicated to budget projects for 2015 and 2016-2017 planning period. As the press service of the Penza region government reports, the overall total after the four stages will be drawn up in December 2014.

The rating is compiled by the Center of Applied Economics on commission from “Gosmanagement” e-magazine, and implements the technique used by the International Budget Parnership for calculating Open Budget Index among the countries of the world.
