The governor of the Penza region Vasily Bochkarev said that the law gives him the right to participate in the elections of the head of the region in 2015. “It is another question, whether I will be elected or not. It means, I must do a lot of good things to be re-elected, to convince people that I am better than the rest,” the governor said during a meeting with media representatives on Monday, July 22 .

“To go to the polls, one needs to have a vision of the tax base that is how we can create more jobs, keep young people from leaving the region, it’s complicated. Let us wait and see. When I find that there is patriotic elite that is ready to work for the people and for the region, there is no question — we shall help them. This is not as easy as it may seem,” Vasily Bochkarev explained.
In addition, the governor expressed the viewpoint that, to enable stable development of the region, the political parties should propose the candidates for the post of head of the region and initiate a rating vote, after which a list of three people will be submitted to the president of Russia, and then sent to the parliamentary vote.
“In almost 50% of cases, in the course of the popular elections people tend to choose the candidate’s PR-campaign, which brings the people to a certain way of thinking forcing them to vote accordingly. Secondly, there may be people who are not patriots of the region among the candidates. My position is that, in any region we should focus on the local leaders, non-residents of the region should be the exception,” the governor said.
