Penza, 7 November 2014. PenzaNews. The Penza region failed to become one of the top 20 regions of Russia with the most effective administration authorities in 2013 that will be awarded financial grants.

The grant allocation plan was approved by a government decree and signed by the Prime Minister of Russia Dmitry Medvedev.

According to the explanatory notes to the decree, each region was rated in 12 categories divided into three groups: economic development, social development, and public opinion; moreover, two separate factors were also taken into account.

Based on the overall rating, each subject of the Russian Federation was assigned one of the 83 categories in the list. The government degree provides for reward grants for the top 20 regions in the 2013 rating.

Top ten categories were assigned to Tatarstan, Tyumen region, Khanty-Mansiisk – Yugra autonomous district, Voronezh region, Chechnya, Astrakhan and Sakhalin regions, the Yamalo-Nenetsk autonomous district, as well as Kursk and Tambov region.

Tatarstan took the first position in the 2013 rating with 66.8 points out of 83.

The Tyumen region took the second place due to its success in investment invitation, education and small business development, low mortality rates, and high poll ratings of the regional administration.

The third place was earned by Khanty-Mansiisk – Yugra autonomous district – one of the leaders in small business development, residential construction, real public profit levels, fairly low unemployment level and high life expectancy.

Overall, 3,484.199 mln rubles of grants have been allocated. The sum each of the top 20 regions receives is proportionate to its individual rating.

“It was decided to, among everything else, provide assistance to encouraging other regions towards improving the effectiveness of their executive authorities,” say the explanatory notes to the government decree of the Russian Federation.
