“Yesterday, I made a suggestion to [the city head Victor] Kuvaytsev to assemble a [City Duma] session, ask Ilyin to report on his activities and make a decision, up to outright ousting him from his office. He fails to perform his duties, starts work late, goes from work early, shows off his work, and is a ‘blabbermouth.’ No hard work. I see no organized communal services process,” said Vasily Bochkarev during the operative session of the regional government on Monday, April 20.

Addressing the mayor Yuri Krivov, he suggested transferring Yuri Ilyin’s communal service authority to Irina Shirshina, ex-head of the regional State Apartment Construction and Equipment Inspection who recently began working as the Penza city administration deputy head on urban planning issues.

“You don’t have much construction going on: barely enough to swear by. Maybe she should deal with the communal services, then? She is much more conscientious an officiall,” Vasily Bochkarev noted.

In return, Yuri Krivov explained that “she [Irina Shirshina] will work with roads.”

Concluding the discussion of Yuri Ilyin’s work results, the Penza governor again dwelt on his disappointment over the state official’s poor performance.

“A blabbermouth, not a real man. To be honest, I expected him to do better,” the head of the region summed up.
