Source explained why Vyacheslav Orel could leave regional high-ranking post

Penza, 28 July 2015. PenzaNews. “Candid stories” might have been the reason behind the layoff of Vyacheslav Orel from his post as the acting deputy chairman of the Penza region government for agricultural field, an anonymous source informed of the workings in the local government told “PenzaNews.”

“Let us begin with the fact that Mr. Orel’s reputation was quite stained by the rumors of his criminal record. Even though this fact never found any formal confirmation, the stories of the so-called ‘unclean acts’ by Orel in his birthplace, the Krasnodar Krai, were popular among officials and businessmen. Orel headed the Gulkevich area administration in Kuban since 2008, and suddenly announced his leave due to personal reasons in late December 2009. The deputies reviewed the request in the area council and approved it. Then Orel disappeared for several years. Even his official biography has nothing on what he had been doing until 2013 – that is, until Vasily Kuzmich [Bochkarev, former governor of the Penza region] suddenly appointed him deputy chairman of the regional government to supervise agriculture. For what merits? Who recommended Orel to Vasily Bochkarev? What are the professional skills, as they say, that attracted the governor so much? Will Bochkarev hold a grudge against Belozertsev for laying off Orel?” the anonymous speaker asked.

They suggested that Vyacheslav Orel might have supported Vasily Bochkarev’s personal interests in Penza agriculture business.

“Allegedly, almost the single skill of the former official is his ability to create any scheme required, from buying cheap land off bankrupt peasantry to providing state support to necessary enterprises. Among the businesses that were, so to say, somewhat related to Bochkarev and involved in Orel’s activities as government manager for agriculture, were ‘Konstantinovo,’ ‘Vazerskoye,’ ‘Niva,’ ‘DAMATE Group.’ It seems there were numerous financial and other violations in these companies, all summed up to abuse of budget funds for commercial gain. It is likely that Ivan Alexandrovich [Belozertsev] investigated the situation and decided he did not want to keep in peace with that. And who would, if your subordinate, a state servant, ‘eats from three bowls at once’ – works for the Krasnodarsky Krai business, heads the agricultural companies of the former governor, and also does some work or an imitation of it in his main job?” the anonymous source said.

From their point of view, Vasily Bochkarev considers the layoff of his manager as a treat against his current assets and will be organizing a resistance front against Ivan Belozertsev.

“As far as I know, he already holds many visits to the Penza region areas, meets current and former heads, potentially to form a coalition against Belozertsev,” the speaker suggested.
