Penza Communists intend to double own faction size in City Duma

Penza, 5 July 2016. PenzaNews. Victor Khomets and Konstantin Spiridonov of CPRF will be taking part in the additional election to the Penza City Duma for two districts on September 18, United Vote Day, according to the decision by the regional committee of the Communist Party on Tuesday, July 5.

Konstantin Spiridonov (first secretary of Pervomaisky city committee of the Party) will be fighting for the election district No. 17, while Victor Khomets (well-known civil rights activist for Akhuny residential area) will be taking part in the election district No. 19, the Communist Party branch informed PenzaNews.

“Konstantin Spiridonov was born in Penza on 6 August 1983. Works in business. Married with a son. Victor Khomets was born in Penza on 19 August 1977. He is a candidate in the Zheleznodorozhny city area committee of the CPRF and a prominent civil activist, and a married worker,” the press service said.

The election district No. 17 features Soglasie, Montazhny and Lesnoy villages; while the election district No. 19 features Akhuny, Zasurye, Sosnovka and GPZ-24.

The Penza city Duma election on 14 September 2014 brought victory in the district No. 17 to Andrei Schevchenko (United Russia) with over 87% of the vote.

The winner in the district No. 19 with over 90% of the vote was Victor Kuvaytsev (United Russia), head of the Penza State Agricultural Academy, who later became the city head.

Both districts were left without their Duma deputies due to the latter advancing to work in the Penza city hall.

Victor Kuvaytsev was unanimously elected the new city head on 16 December 2015. Subsequently, he appointed Andrei Schevchenko as the head of the city Economy and Business Development Department head in less than under a month – on 14 January 2016.

A total of 130 candidates took part in the City Duma election for 35 offices. 32 were taken by United Russia, and 3 by the opposition – Oleg Shalyapin (CPRF), Alexander Trutnev (CPRF) and Zhigansha Tuktarov (LDPR, self-promoted candidate for district No. 5).
