There is legislative, executive and judicial government power in the Penza region. Bodies of legislative, executive and judicial power are independent.

The governoris the highest official in the region. From 1991 to 2005 he was elected by popular vote, but since 2005 he has been appointed by the federal president and confirmed by the province's legislature. The governor  heads the government of the Penza region — the supreme body of the executive power.

In 1998 Vasily Bochkarev was elected as the Governor of the Penza region.  In April, 2002 he was re-elected for the second term, having left behind the deputy of the Russian State Duma from the Communist Party of the Russian Federation Victor Ilyukhin.

In 2005 according to novelties in the legislation, the president of Russia Vladimir Putin submitted Vasily Bochkarev's nominee candidate for the governorship to the deputies of Legislative Assembly of the Penza region.

At the 35 session of the regional parliament on May, 14, 2005 the offered nominee candidate was confirmed.

On April, 21, 2010 the president of Russia Dmitry Medvedev submitted a nominee of the incumbent governor to the deputies of Legislative Assembly of region for delegating authorities to him for the next five years' term. On April, 29 the deputies confirmed Vasily Bochkarev’s appointment as the head of the region during the extra session.

In economic policy the Penza governor strives for the strengthening and improvement of market relations, the revival of countryside through intensification of manufacture in animal agriculture and plant growing, development of small rural business, adoption of innovative developments.

The government of the Penza region is the constantly operating executive office of the government. It is accountable to the Legislative Assembly for observance and execution of laws, budget implementation, adherence to the established procedure of management and disposal of the region property.

The regional government consists of such members as a vice-governor, a chairman of the government, a first deputy of chairmen, ministers, as well as heads of other executive bodies of power. The head of the Government machinery of the region belongs to the Government.

Executive bodies of state power in the Penza region are presented by the ministries, departments, administrations, committees and other bodies exercising branch and interbranch management, administrative, controlling and other functions.

The governor supervises the government activities. The government functions within a term of appointment of the head of region and lays down authorities in the face of the governor, conferred with the authorities of a governor.

The Legislative Assembly of the Penza region consists of 25 deputies.The regional parliament is the constantly working superior and unique legislative body of power. Deputies are selected by the population secret ballot for a period of 5 years.

In the working process of the Legislative Assembly permanent and temporary bodies are formed the presidium, the permanent commissions and committees, working groups. Deputy associations are formed according to the legislation.

Regular sessions of the regional parliament are summoned by the chairman and are held at least once in a three-month time.

The regional parliament passes laws of the Penza region and the decisions of the Legislative Assembly.

The work of the legislative body of power is headed and organized by its chairman. He is selected at the session by secret ballot from deputies. The chairman is accountable to the Legislative Assembly.

Extra elections of deputies are set in case of the early termination of the Legislative Assembly powers. They are held not later than in 6 months from the date of the early termination of powers of a legislature.

The system of authorities of the Penza region also includes judicial bodies, the Audit Chamber, the Election committee and other state organs of the region.
