Penza region entered top 10 regions with greatest corruption in public procurement sphere

Penza, 2 April 2014. PenzaNews. The Penza region took the seventh place in the rating compiled by the all-Russian public organization “Safe Homeland” taking into account the most distinctive and common signs of corruption in public procurement in Russia in 2013. When compiling the rating list, they used official data of the unified public procurement website.

The indicators used in the analysis of data were the following: the justified complaints, tenders with a single-filed company, procedures which allowed only one participant, tenders with reduction less than 5 %, tenders in which the customer refused the winner in the contract, as well as the requests for quotations for the purchase of the products worth over 500 thousand rubles per quarter, ie splitting orders.

According to the data, there were over 14,250 completed purchases worth over 46 billion rubles in the Penza region in 2013.

In 13 cases there were legitimate complaints. 3,528 tenders with a single-filed company were held. In 1,439 cases only one participant was admitted. In addition, 7,308 tenders with less than 5% of reduction were registered. Also 34 cases of refusal to enter into a contract were identified.

According to the authors of the rating, the region had 522 cases of split orders.

The top of the list belongs to Chechnya. The second place was taken by Chukotka Autonomous District. Dagestan occupied the third place.

The lowest rates of corruption registered in the Bryansk region, Udmurtia and Tatarstan.
