Penza, 1 October 2014. PenzaNews. Valery Bespalov, deputy chairman of Penza region government denied the information spread by general director of LLC “Penzkonditermash” and LLC “Microprofil” Ruslan Barmakov about raider attacks to the enterprises he heads.

“And what is being supposedly seized? Enterprises, which he heads — LLC “Penzkonditermash” and LLC “Microprofil” — are 80% owned by JSC “Penza regional fund for innovation support” (PRFIS). How can I seize what already belongs to the fund,” Valery Bespalov wondered, commenting on the situation to news agency PenzaNews on Wednesday, October 1.

He added that, as far as he knows, Ruslan Barmakov has no patents for the inventions.

“If Penza confectioners are asked, they will tell about difficult situations he put them into when supplying equipment, which immediately broke. In my opinion, although I'm neither a judge nor a prosecutor, this is slander at the least, and, most likely, fraudulent activities,” Valery Bespalov commented.

Deputy chairman of the regional government confirmed that he intends to prepare a lawsuit against Ruslan Barmakov on protection of honor and dignity.

“I will spend my Sunday to do this, since I have no any other time,” he said.

Discussing the reasons, which could induce the head of two innovative companies to hold one-man pickets on September 29–30, Valery Bespalov said that “the man used to getting money for no reason with no result.”

“He managed to fool previous leadership of the fund pretending to be doing something,” the agency interlocutor noted.

The deputy chairman of the regional government drew particular attention to the fact that he has never been a member of the board of directors of the fund for innovation support, and he does not control the activities of subsidiaries.

“I did not make the decision to stop funding. This was done by the fund's board of directors in April, at the time there was the former director — Polouektov. Maslov came to work in June, and the decision to stop funding his project was made in April,” Valery Bespalov said, adding that at the time the fund's board of directors was headed by Yuri Krivov, who is currently the mayor of Penza.
