Penza, 3 March 2015. PenzaNews. The Penza region governor Vasily Bochkarev decided to undertake standard medical examination in the next few days, his assistant Victor Rubtsov announced on Tuesday, March 3.

“All Penza region gov officials are regularly medically checked. We were summing up the results… Guess who was the most lenient in medical examinations. The governor, V. Bochkarev. After we ‘sorted things out,’ Vasily Kuzmich decided to spend next two days for checkup despite his tight schedule,” wrote the vice-governor Victor Rubtsov in his Twitter.

According to the official, the head of the region follows the idea: “if it must be done, it must be done, the laws and requirements are the same for all, and for governors too.”

The standard medical examination allows finding signs of chronic non-infectious diseases that may potentially lead to disabilities and high mortality rates, such as cardiovascular diseases, malignant growths, diabetes and chronic lung diseases.

The citizens undergo standard medical examination in a medical institution connected to their place of residence, work or education, or of their choice.

The first stage of the examination requires two visits to the doctor: one of them takes from 3 to 6 hours, greatly depending on a person’s age, while the second visit to the physician, from one to six days after the first, is used for the additional medical checkup and drawing up the results.

If the first stage reveals a potential chronic non-infectious disease or a high-to-very high cardiovascular risk the doctor directs the person to the second stage of medical examination that takes as much time as the necessary checkups require.

Following Art. 24 of the federal law “On fundamental healthcare principles in the Russian Federation,” dated November 21 2011, employers are obliged to provide necessary conditions for general medical examination of their staff and not to obstruct this process.

After the examination, the citizen receives a health passport with the results of the checkup.
