Penza, 6 March 2015. PenzaNews. A scheduled counterterror drill led by the Penza Region Crisis Center was held in Zarechny city on Thursday, March 5.

According to the legend, the “terrorists” have infiltrated one of the industrial facilities and took 10 workers hostage. During the negotiations with the factory authorities, the “terrorists” announced their demands and threatened to activate an explosive device and kill the “hostages” if they were not followed.

The alerted dispatch groups of the Penza Region Crisis Center arrived at the location, while the evacuation committee of the city administration held measures to evacuate people in the counter-terror operation zone.

Despite the undertaken measures, a peaceful resolution to the mock conflict was deemed unlikely: following the decision, the leader of the Penza Region Crisis Center ordered a military operation to free the hostages. The spec-ops unit carried out the operation.

No hostages were harmed during the drill. The “terrorists” were successfully neutralized, as were the consequences of their attack.

The drill aimed to see ways for improvement of cooperation between the military and the local authorities, practical skills of emergency rescue center and the territorial disaster medicine center, as well as other staff involved in rescue and military operations, the press service of the Penza Region Crisis Center informed PenzaNews agency.

“Such events allow us to estimate the readiness of law enforcement forces to act during various dangers to security,” the press service stressed.
