Penza, 8 October 2015. PenzaNews. The Penza region governor Ivan Belozertsev has instructed to increase construction speed of objects of high social importance within the city, such as new kindergartens, a maternity center, and new blocks of flats for people moving from dilapidated housing.

On Thursday, October 8, he inspected a construction site on Experimentalnaya street for an addendum building to the kindergarten No. 120.

The head of the region heard out the report on the current situation. According to it, the builders already finished erecting room walls and the main heating node, reconfigured the plumbing, and are in the process of installing warm flooring, sand cement connections, and vinyl windows.

In return, Ivan Belozertsev asked about the opening date for the addendum building: Alexey Savichev, State Duma deputy, director of “AlexStroy,” reminded that the deadline is December 25.

“But we will be opening a month earlier,” he pointed out.

The governor made several remarks on the process, and urged to focus on roofing firsthand.

The next location on Ivan Belozertsev’s route was the addendum to school No. 69 on Ternovskovo street, where builders are currently repairing flooring, main heating and water pipes, and power lines, as well as beginning to install a heated corridor between the buildings.

The head of the region learned that the deadline is set back for over a month, and instructed the construction crews to speed up work and take up restoring the outlook of the territory after repairs.

Ivan Belozertsev also inspected the construction site of the new 130-bedroom maternity center on Lermontova street, and harshly criticized the officials responsible for the current process.

“We should have been visiting the building under its new roof by now, and there’s nothing to even enter at the moment. How are we going to work here in winter?” the governor expressed his outrage.

He stressed that all issues, including those related to paperwork, must be reported to him at once.

According to Akhmet Sharafetdinov, general director of “RT-Sotsstroy,” the issues are not with financing but with human resources.

“We went a bit too far with our subcontractors, to be fair. They seemed to have taken themselves too highly. We gave them two days to speed up work, otherwise […] we will just find a new subcontractor like we did in two regions before,” he explained.

Ivan Belozertsev supported this plan. In return, Akhmet Sharafetdinov promised him to complete all work in time.

In conclusion of his visit to the maternity center construction site, Ivan Belozertsev urged to resolve all issues immediately as they appear.

“You must follow the schedule, without any issues. When I come here, you tell me everything is all right and ‘we will make up for it.’ Time passes, and we see a problem appear,” said the head of the region.

Later on, the head of the region visited the construction site of “Solnechny Veter” apartment building complex on Leonova street, where the governor praised the quality of the housing and hard work and responsibility of builders.

“I like it. Nothing bad to say: they are doing a spotless job,” he said.

Afterwards, the governor visited the Zarya residential area to inspect the construction site for blocks of flats for people scheduled to move from dilapidated housing, where Ivan Belozertsev urged the builders to work faster and hire additional brigades, informing people about the building they construct.

Once the transportation issues are resolved, the residential area has all chances to become more attractive for Penza citizens, the governor suggested.
