Penza, 3 April 2016. PenzaNews. The Penza mayor Victor Kuvaytsev has instructed the staff of the physical education, sports and youth policy committee to adjust the children’s summer camp vouchers allocation system to prevent the big queues in city area administrations similar to those that amassed on April 1.

The situation involved a number of managerial miscalculations during the document reception process, the press service of the city administration informed PenzaNews.

“The human factor was also greatly involved: all parents knew that there is a limited number of vouchers and wanted to be the first to queue up to buy a voucher for the specific summer camp and the summer session. Because of that, they began to queue up several hours before the admission center opening hours. The situation has adjusted only in the afternoon,” the city hall pointed out.

The people who allowed the situation to occur will be subjected to disciplinary punishment, the Penza city administration stressed.

“The city area administrations currently continue to receive documents for children’s summer camp vouchers according to their working hours,” the press service added.
