As Olga Zhulimova, coordinator of the movements Open Russia and Vesna in Penza, wrote on her Facebook profile, what is at issue is Art. 5.12 of the Code of Administrative Offences of the Russian Federation "Production, distribution or placement of agitation materials in breach of provisions of the legislation on elections and referendums".
According to her, on January 25, before drawing up the protocols, the police detained Anton Strunin and two activists. In addition, there was no information received from them for more than three hours, and repeated attempts to locate them by turning to law enforcement agencies were not successful.
Only after Olga Zhulimova called 02 and reported the abduction of three people by bandits disguised as police officers "the guys somehow appeared in 10 minutes [...] with protocols on 5.12".
