According to the press service of the government of the Penza region, the ceremony of laying wreaths and flowers at the memorial is an obligatory part of events during state and official visits to Belarus.
The ceremony was attended by all members of the delegation of the Penza region, which is on a working visit in the republic.

The Victory Monument in Minsk is an obelisk monument in honor of the Victory in the Great Patriotic War and in memory of the fallen soldiers, partisans and underground workers.
The monument is one of the symbols of the capital of Belarus, as well as a venue for various commemorative events.
It was opened on July 4, 1954, the tenth anniversary of the liberation of Minsk from the Nazi invaders.
