"The condition of crops is satisfactory, but in May only 58% of rate of precipitation occurred. [...] No crops have been damaged yet. If it rains now, [...] the situation will improve. If no, God forbid, the situation will worsen," Andrei Burlakov explained giving a report at the action meeting in the Penza region government on Monday, June 18.
Ivan Belozertsev replied to this that it is necessary "to ask the heavenly laboratory" and that farmers should take appropriate actions themselves.
"To have some rain let us finish the construction of the Spassky cathedral in the regional centre. I think it would be good if members of the Penza region government and ministers considered the issue and transferred the earnings of one working day to the account of the cathedral construction," the head of the region said.
He suggested that subordinates should voice the idea to the staff of ministries and departments.
"I want to note that nobody should be forced. This should be done at the call of their hearts," Ivan Belozertsev said.
According to the governor, if officials decide to make a donation for the construction of the cathedral, they can file an application to the accounting department.
