Penza “VimpelCom” branch former director accused of graft

“According to investigators, the Penza branch of ‘Vympel-Communications’ and a radiocommunications company between August 2012 and November 2014 signed an agreement on construction and upgrade of communication equipment in the region. With full understanding that he as a director of the branch has the authority to ensure that the works are conducted in full and at a suitable quality, the man in question illegally and for reasons of greed demanded company representatives to give him 10% of the money received by the company in accordance with the agreement,” Lyudmila Fomina, senior assistant of the head of the regional Investigative Committee for media relations, told PenzaNews.
In return, she added, the head of the branch guaranteed the company in question assistance in signing new contracts, negligent attention to discrepancies in works, and removal of any delays in payment.
“The accused received a total of over 4,750,000 rubles through the graft scheme to the bank accounts of himself and his relatives as per the illegal agreement,” she clarified.
The accused purchased real estate in Penza to legalize the illicit profits, Lyudmila Fomina pointed out.
According to her, the criminal case has been sent to the court for review on the merits.
As PenzaNews reported earlier, Victor Orlov had been appointed the director of the Penza branch for the company “VympelCom” (“Vympel-Communications,” known for their brand Beeline) in August 2011.
Almost immediately after his arrival to Penza, he announced the company development concept for the nearest future to the media during a press lunch at the sushi bar “Netsuke,” listing development of the 3G network, changes in available billing plans, and launch of a fixed-rate corporate offer as the main trends for the future.
On 10 December 2013, Victor Orlov took part in the press conference dedicated to the 10-year anniversary of the commercial Beeline network in Penza. According to the then director of the Penza “VympelCom” branch, the company has built several hundreds of cell stations and gained hundreds of thousands of new clients over the period of time.
On 2 September 2014, Victor Orlov took part in the meeting between the Penza region government chairman Valery Bespalov and the mobile service providers.
