"During a preliminary investigation it was established that residents of the Penza region faked traffic accidents in order to receive insurance payments illegally. An organizer of the group tried to find vehicles with damaged body parts and drivers among his friends who would act as both guilty and injured parties. After that, he faked traffic incidents that involved the above mentioned persons and reported them to the traffic police," the press service of the regional department of the Ministry of Internal Affairs of Russia told PenzaNews.

The department specified that traffic police officers who arrived to the scene of the accident did not know about criminal intentions of the people involved and drew up all necessary protocols confirming the fact of the traffic accident. The documents were further submitted to an insurance company in order to receive a payment.

"As a result of these actions, insurance companies suffered damage totalling over 1.5 million rubles," the police said.

The department noted that at present, the circumstances of the crimes are being investigated.
