Managers and workers of medical clinic suspected of fraud detained in Penza

Penza, 25 September 2017. PenzaNews. Three managers and two employees of a private Penza clinic that positioned itself as a branch of a famous weight-correction health centre were detained on suspicion of fraud. This was reported by the official representative of the Ministry of Internal Affairs of Russia Irina Volk.

"It was established that workers of the call centre had called residents of Penza and the Penza region, introduced themselves as workers of the medical centre and said that they acted within a certain programme inviting people to undergo a free diagnostic on modern equipment. The workers informed that on the basis of the interview results specialists of the centre would give the patient advice on healthy eating," she explained.

According to Irina Volk, a compulsory condition of the procedure was to have a passport.

"When performing the diagnostic, under various pretexts the workers of the organization forced citizens to enter into contracts for provision of services by subscription. They claimed that there was a social benefit only on that day and only for a particular person, and they reduced the amount of the contract from 400,000 roubles to the sum of 100-150,000 roubles," the official representative of the Ministry of Internal Affairs of Russia added.

She noted that the workers of the organization had often played scenes in front of the clients such as "the chief of department" making an alleged call to Moscow in the client's presence asking the interlocutor, who had actually been in a neighbouring consulting room, to provide a social quota.

"After such psychological pressure, it was difficult for the visitor to refuse to conclude the contract. On the pretext of offering a credit to the clients, the medical workers induced them into signing a credit agreement which was supposed to cover the cost of the services provided by the organization," Irina Volk said.

According to her, the diagnostic was performed by the citizens who have nothing to do with medicine – these were people with economic, technical and architectural education, as well as lawyers.

"The investigative office of the Investigation Department of the regional Ministry of Internal Affairs department opened a criminal case on the fact of fraud on a large-scale committed by the workers of the medical clinic. The detained three heads of the centre as well as two workers of the organization were arrested by the court's decision," Irina Volk summed up.

As a source in the law enforcement authorities told PenzaNews, this organization was the LLC "Centre for Weight Correction" located at the trade and office centre "Hermes" at 29 Moskovskaya street.

According to data of Uniform State Register of Legal Entities, the general director of the firm is Ekaterina Gubina.

Provision of services by hairdressing and beauty salons was stated as the organization's basic activity.
