As the press service of the regional department of the Ministry of Internal Affairs told PenzaNews, the police established that a 26-year-old resident of the Penza area, who had been found criminally liable before, was involved in the crime.

"A criminal case was opened on the fact of illegal appropriation of a vehicle," the department said.
