In Penza former head of Research Institute of Physical Measurements to appear in court again

Penza, 12 July 2019. PenzaNews. Former general director of Penza joint stock company Research Institute of Physical Measurements (a part of JSC Russian Space Systems) Andrei Nikolaev, who was previously found guilty of embezzlement of more than 2.5 million roubles, will appear in court in another criminal case.

As it was said by Tatyana Makhnitskaya, senior assistant of the head of the regional investigative department for media relations under the Investigative Committee of Russia, now the former CEO of the Research Institute of Physical Measurements is accused of committing a crime under Part 1, Art. 285 of the Criminal Code of the Russian Federation "Abuse of power".

She noted that the criminal case had been investigated in cooperation with the regional department of the Investigative Committee of Russia and the Federal Security Service of the Russian Federation in the Penza region.

“According to the investigation, no later than February 2017, during an open tender for the conclusion of a state contract for the execution of experimental design work, the acting CEO of the Research Institute of Physical Measurements decided to get additional funds for the enterprise headed by him by overestimating the price of the contract. In June 2017 the Research Institute of Physical Measurements won the open competition. As a result,[ ..] the enterprise unreasonably appropriated funds in the amount of more than 26 million roubles. This caused material damage to the state corporation Roscosmos,” the interlocutor said.

Tatiana Makhnitskaya added that a criminal case with an approved indictment had been sent to court for consideration on the merits.
