The second department on investigation of especially important cases under the Investigation Division of the Investigative Committee of Russia in Penza region initiated a criminal case on the grounds of a crime provided for by Part 3, Art. 109 of the Criminal Code of the Russian Federation "Causing death by negligence" in connection with the death of two men as a result of the emergence of a sinkhole on the roadway. This was reported by Tatyana Makhnitskaya, senior assistant of the head of the regional investigative department for media relations under the Investigative Committee of Russia.

"On the morning of November 19, 2019, the soil and asphalt coating in Austrina Street in Penza collapsed. Due to this a Lada Largus car parked near a store with two men inside fell into a pit filled with hot water. The victims died at the scene," the source said.

She added that at that time there was an investigative and operational group headed by chief of the Investigative Committee for Penza region Dmitry Matushkin and his first deputy Vladimir Arkhangelsky in Austrina Street.

"The inspection of the scene of the accident is carried out and the circumstances of the incident are clarified," Tatyana Makhnitskaya explained.
