Penza city urban plan may change after Youth Theater construction

Penza, 2 January 2015. PenzaNews. The urban plan of Penza city may be subject to change as the issue of constructing a new building for the Youth Theater becomes more urgent.

The city authorities plan to adjust construction restrictions around Kalinina street, 31, and permit erecting apartment buildings higher than 5 floors.

According to the reasoning given to possible amendments to the Penza city urban plan, a copy of which was given to PenzaNews agency, the new building may be located within a patch of land between Kalinina, Sverdlova, Bognadona and Chkalova streets.

“Two land plots may be used for this, but each of them alone is too small to build the theater and ensure its successful functionality. The land plots must be merged in order to construct the Youth Theater. Currently, one of the land plots is restricted for buildings not higher than 5 floors, while the other has no such restrictions. In order to complete the land plot merger, both areas must have no floor limitation,” says the document.

Construction of the Youth Theater has been debated in Penza for many years.

In 2011, the city planned to construct it on Suvorova-Oktyabrskaya street crossroad. In 2012, the authorities suggested constructing it on Bogdanova street, 14, on the place of the former Vital Records Office of the Pervomaisky area.

In autumn of 2014, the Penza region governor Vasily Bochkarev suggested constructing the new Youth Theater on the unnamed square by the Philarmonic Hall and cinema and concert hall, and said he gave orders to construct a staircase to link it with Zapadnaya Polyana neighborhood.
