Penza, 8 September 2011. PenzaNews. Cyprus is the perspective region to approach new markets of TSE (technical security equipment) in the Mediterranean and the Near East. The chairman of board of directors of "CeSIS NIKIRET" LTD Oleg Shapoval expressed this opinion in the interview to the news agency "PenzaNews".

He said: "Our production is in demand, as it isn't manufactured in those regions. There are goods only from Great Britain and their price is very high. If we consider the nearby countries, only Israel has experience of working out technical security equipment. But on political grounds Israel can't approach Arabian market. That's why Russian goods are quite competitive and can have a share of the wholesale market of TSE".

Oleg Shapoval reminded that in 2003 two Penza enterprises — NIKIRET and CeSIS NIKIRET developing and manufacturing TSE, showed their production at the exhibitions in Cyprus. They also tested their TSE successfully in the state objects and organized the conference for potential customers from Gulf States that became the beginning of effective relationships.

At the same time, he noticed Cypriotes liked Russian production, but the absence experience of competition at the international level and also abilities to change in accordance with requires of the market didn't allow them to approach new markets.

Oleg Shapoval said: "There are seaports, airports and military bases on the island where TSE are urgent, the market of Cyprus itself is insignificant in volume. From the point of view of marketing, Cyprus should be considered as an advanced post to enter Gulf States and other Arabian countries whose representatives had practical conferences on application of the Russian techniques. We carried out training for the purpose of development and correct use of security systems. I underline, Cyprus is suitable place. Owing to certain traditions, it is impossible to gather all Arabs in any one Arabian country, but it's possible in Cyprus."

He added also that all certificates in Cyprus follow European Union rules.

Oleg Shapoval said: "Competitive environment differs greatly from Russian ones. That's why it's impossible to take part in tenders without any government support. Chinese, for example, receive grants if the company wins the tender. The grant repays the difference between the real price and that price which is declared in tender. Americans can get a credit under zero percent for participation in the tender. At the same time local companies have preferences of Cyprian government. Therefore the best way is to organize joint ventures (so we did) to get advantage in the market at the expense of the state preferences. There are all conditions for beginning business and its further dynamical development on Cyprus. It is possible to rent one hectare of land for 5 euros. All connections to communications are free, credits have minimum taxes".

In his opinion, there is the system of the state support of business and manufacturing enterprises which create the favorable investment climate on the island.

Oleg Shapoval added: "Everything is ready for those who really want to work in this market. If you want to develop something in Cyprus it is necessary not to import production from Russia but to organize local joint ventures. It will be the most effective form of advancement of your production in that region. In this case the government support will be provided, if you hire local labors to work in your company."

He summarized: "We should thank Cyprus government that it has made much for creation comfortable conditions for business and manufacture development in the country — the country of strong traditions. The legislation hasn't been changed for many years. In spite of the fact that the government structure is updated from time to time, the laws remain the same; therefore the companies working here plan their business for long prospect. As far as I see, there is an influence of Great Britain in Cyprus (for example, presence of military bases and airdromes), however their attitude to the British and Americans is rather cold. Although their attitude to Russians is very friendly. Probably, they remember sea campaign of admiral Ushakov which was emancipatory for Cyprus. We are so called "Russian landing troops" in Cyprus. We don't want to conquer it, but we also aren't going to leave it. Our presence here is profitable to both sides".
