Penza, 30 November 2011. PenzaNews. The Ministry of Investment Deveplopment and Entrepreneurial activity will operate on the principle of “one window” for potential investors. The Deputy Prime Minister — the Head of the Departmenr of Investment Development of the Penza region Vladimir Volkov said about it during the conference at the Press Center of the news agency PenzaNews on Wednesday, November, 30.

As it was reported earlier, the decree of the governor of the Penza region about changes in the structure of executive bodies of state power in the region will come into force on February, 1st of 2012.

Vladimir Volkov said: “At present we have begun to form a structure that will adequately to the problems of government, and one of the main things is the attraction of investments. Regions must live on their own expense”.

He said that the merging of two departments is expected: the Department of Investment Development and the Department of Entrepreneurial activity.

According to him, the qualitative differences in the work of a new department is in the fact that most of the work with investment potential will do the Corporation of the Penza region development.

Vladimir Volkov said: "This is a public corporation, 100% of its capital belong to the regional government. Last weeks the corporation operates in emergency mode, develops investment proposals and business plans, formalizes the competitive advantages of the Penza region, the appropriate manager motivated to results is assigned for each project”.

He noted: “The other side of investment activity is administrative block. It is a work of my colleagues who have clearly and quickly observe the obligations to the investor, to substantiate and to develop investment agreements, to provide them to the Legislative Assembly. The ministry will do it”.

According to Vladimir Volkov, there are three independent departments in the government. Each of them works with businessmen. The Department of Investment Development is is responsible for interaction with large investors and uses the mechanism of public-private partnerships. The Department of Entrepreneurial activity works with small and medium business with the resources in the form of grants. There is one more department — the Department of Innovation policy.

Vladimir Volkov said: “So, businessmen have to understand where they should go at first. Created Ministry will allow any businessman to come to one place in Kuraeva street and to know who will work with him”.

He summerized: “We develop the economics with the help of methods which are understandable for business. It is developed by representatives of corporation. We will speak the same language, and it will give serious competitive advantages in the struggle for the investor”.
