Penza, 27 December 2011. PenzaNews. Regular flights Penza – Moscow and back will begin since January, 9th in 2012. The director of the Penza airport Yury Oskolkov informed about it. He said: “In the end of each calendar year the airport concludes contracts with carriers. This year the terms of the contract agreement with airline “Ak Bars Aero” were delayed for some reasons. One of the reasons is an interdiction of operation of the aircrafts which have been not equipped with the systems of the prevention of rapprochement with other planed and the earth. The given system doesn't equip domestic planes JAK-40 and АН-24”.

He informed that the airline bought aircrafts CRJ-200 which are on warranty service at the foreign manufacturer which about operation shown some requirements in recommendations.

Yury Oskolkov said: “In particular, it is necessary, that serving on the earth of court of the technician was the western manufacture. The techniques of the Russian manufacture doesn't suit them for whatever reasons. In a greater degree these reasons are decided”.

He has underlined that the part of necessary techniques at the Penza airport already is available, other will arrive to Penza till December, 31st, 2011.

Yury Oskolkov said: “That proof that the airport of Penza is prepared for aircraft CRJ-200 reception, by us are presented an airline management. Thus we had a wish that they carried out flights if not since January, 1st, at least, have made some flights in New Year vacation. However airline, referring that loading these days, as a rule, minimum, and I confirm it, hasn't wanted to carry out unprofitable flights”.

He added that, besides an aircraft service with Moscow during the winter period from the Penza airport flights to St.-Petersburg will be carried out.

The director of the airport explained: “Loading on the given direction minimum that also is unprofitable to airline, however we have managed to agree from “Ak Bars Aero” under certain conditions that planes from Penza flied to St.-Petersburg two times a week — on Mondays and Thursdays”.

He informed also that flights from Penza to Moscow will carried out six days a week, except Sunday, in the morning and in the evening.

Yury Oskolkov explained: “Evening flight is transferred for 55 minutes, that leaves at 19.15. However because the plane has other technical characteristics, including speed of flight, arrival of return flight in Penza the same as and earlier, will be at 22.15”.

As earlier informed news agency PenzaNews, new edition of Federal aviation rules “Preparation and performance of flights in civil aircraft of the Russian Federation” (FAP-128) according to which equipment of air means with the maximum take-off weight over 5 thousand of 700 kg the improved systems of the prevention of affinity of the earth and prevention of collisions in air is required on January, 1st, 2012 comes into force.

According to the authorities, acceptance of new edition of rules will allow to raise level of safety of flights in the country and to accelerate replacement of out-of-date types of aircrafts.

At the same time, the given measure does impossible operation on regional lines of the majority of planes of the Russian manufacture — TU-134, AN-24 and YAK-40. By estimations of experts, the additional equipment of the given planes in most cases comparably with their residual cost, therefore is economically inexpedient.
