Budget blueprint for 2014 accessible to Penza residents

The budget blueprint for 2014 and the 2015–2016 planning period presented in accessible and understandable to the public form was published on the website of the city administration. The analytical document says that on the permanent basis “Budget for Citizens” will be drawn up by all financial organs of the country starting this year.
“The information provided is intended for a wide range of users and will be interesting and useful for students, teachers, young families as well as for workers, pensioners and other categories of the population, since the budget affects every resident of the city. “Budget for Citizens” aims at getting a feedback from people, who are interested in modern issues of the state and municipal finance,” the document reads.
Penza residents, for instance, are offered to get acquainted with basic financial concepts. Among them are grants, which can be compared with pocket money given to children. To clarify the meaning of “grant-in-aid” there was used an example of giving money to a relative for buying things on the shopping list. Subsidies are compared with money parents add to a certain sum for their child to buy a new cell-phone.
The document also has the volume of expenditure of the Penza budget per one resident, it amounts to 18 thousand 510 rubles.
According to the information published, the volume of expenditures for housing and communal services per one city resident equals 2 thousand 424 rubles, for education – 8 thousand 442 rubles, for health care – 145 rubles, for culture and cinematography – 497 rubles, for social policy – 3 thousand 487 rubles, for physical education and sport – 115 rubles.
“The budget bill is a complicated issue and, surely, it is understandable only to specialists. In addition, traditionally it is huge. Of course, people are interested in detailed studying the budget explained in the language clear to everyone. We believe that such initiatives could increase credibility of the authorities, and we hope to have a constructive dialogue with the citizens who are interested in the budget forming and raising the level and quality of life of the population,” the head of the finance department of Penza Olga Zaviyalkina commented on the creation of the analytical document “Budget for Citizens.”
