Penza, 27 June 2014. PenzaNews. Members of the Legislative Assembly of the Penza region decided to introduce preferential tax regime for IT-companies on the general tax regime, and to fix the income tax rate payable to the budget of the Penza region, for organizations operating in the field of information technology, at 13,5% during the session on Friday, June 27.

As the Minister of Economy of the region Olesya Safonova informed, currently in order to optimize costs, many companies are working on a simplified system of taxation, which leads to the fact that large IT-company split up and create several smaller ones.

Currently, the Register of accredited organizations of the Penza region working in the field of information technology, includes 12 organizations, 10 of them apply the simplified taxation system, and out of two organizations that pay income tax, one is disadvantageous.

“According to the Department of Informatization of the Penza region and the department of innovation policy and special projects of the government, at present they are considering the potential placement of its subsidiaries in the Penza region, two major IT-companies — 7INTEC and IBS Group. Tax relief for taxpayers in this category will be one of the determining factors for the decision in favor of our region,” Olesya Safonova said.

According to her, the company 7INTES is ready to create about 20 high-paying jobs by the end of this year with wage amounting up to 30 thousand rubles and at the end of 2015 to increase their number to 50 jobs.

“The company IBS Group is considering to establish about 200 high-paying jobs with wages of 30 thousand rubles by the end of 2015. Provided a gradual increase in the number of employees, additional revenues to the budget of the region from creation of these companies in our region according to preliminary assumption will amount to about 300 thousand rubles in 2014, and about 4 million rubles in 2015,” the minister said.

In her opinion, the use of preferential tax treatment for IT-companies will boost their growth, contribute to the consolidation of large companies and the emergence of larger number of medium and large enterprises in the region that eventually will lead to increased tax payments to budgets of all levels.
