Penza region budget for 2015 and planning period of 2016-2017 adopted by Legislative Assembly

Penza, 16 December 2014. PenzaNews. The Penza region budget for 2015 and the planning period of 2016-2017 has been adopted by the deputies of the Legislative Assembly of the region in the second and final reading during the 23rd ordinary session held on Tuesday, December 16.

Presenting the draft budget, Lyubov Finogeeva, minister of finance in the region, noted that it the amendments were based on the comments and suggestions made during the public hearings at the last session.

According to the document, in 2015 the Penza region will possibly receive 38,919.5 million rubles of revenues and 40,224.1 million rubles of expenses, with a resulting deficit of 1,304.6 million rubles. As of 1 January 2016, the top limit of the state internal debt of the Penza region is set at 19,599.9 million rubles.

In 2016 and 2017, the region will make 36,007.2 million and 37,180.3 million rubles of revenues, as well as 35,547 million and 36,859 million rubles, respectively. Thus, the budget surplus will be 460.2 million rubles in 2016, and 321.3 million rubles in 2017. The top limit of the state internal debt of the Penza region is set at 17,773 million rubles for 1 January 2017, and at 17,022 million rubles for 1 January 2018.

Compared with the draft budget, adopted during the first reading, the Legislative Assembly increased costs for relocating of people from dilapidated housing, including the need to develop low-rise construction; for continuing the construction of prenatal center; as well as the creation of state budgetary institution “Safe city.”

“The budget of the Penza region remains socially-oriented in 2015-2017. The government will provide more than 60% of the total budget expenditures in the region for the development of the social and cultural sphere (education, culture, health and social policy, physical culture and sports),” the press service of the Legislative Assembly of the Penza region told PenzaNews agency.

The regional parliament said that among the main fields of budget expenditures are the following: construction and repair of kindergartens, promotion of the development of housing, agriculture support, construction of clinics for the residents of Ternovka and “Sputnik,” implementation of measures to move people from emergency and dilapidated housing and rehabilitation of troubled children.
