Penza FAS: Rosgosstrakh violated Competition Protection Law

Penza, 16 January 2015. PenzaNews. The Penza region department of Russian FAS recognized Rosgosstrakh having violated the requirements of the Competition Protection Law.

“The law was violated by imposing car technical inspection on vehicle owners already having a valid diagnostic card, when the car owners were contracting on Compulsory insurance of civil liability of vehicle owners in the Penza region. This causes or is likely to result in infringement of the interests of insurance consumers,” Marina Goryacheva, press secretary of the regional office of Russian FAS, told PenzaNews agency.

She noted that contracting on technical inspection with operators having agreement with Rosgosstrakh, and paying for these services is a prerequisite for concluding a Compulsory insurance of civil liability of vehicle owners contract.

“Having considered the case, Rosgosstrakh have been issued an order to stop violating anti-monopoly laws. The company faces administrative responsibility based on Part 1, Art. 14.31 of the Administrative Code, titled ‘Abuse of dominant position in the market.’ in the form of a fine of 15-20 thousand rubles for office holder, and from 300 thousand to 1 million rubles for legal entities,” the agency interlocutor explained.
