Penza, 17 February 2015. PenzaNews. Vasily Bochkarev, governor of the Penza region, instructed the Cabinet to create a regional working group to examine all standing factories.

“Bespalov [deputy chairman of the regional government] and Stolyarova [minister of labor, social protection and demography of the region] together with the Cabinet must prepare the governor’s decree. We need to induce or assist all these enterprises in their liquidation,” Vasily Bochkarev said during the session of the interdepartmental commission for the regional government on ensuring the timely payment and growth of wages on Tuesday, February 17.

According to the head of the region, the working group should include experts from various institutions — prosecutors, tax authorities, labor inspection and trade union representatives.

“Let us start working without any hesitance. [...] Let us check the delayed wage payment. It has become a habit of some enterprises,” Vasily Bochkarev said.

Elena Stolyarova informed that, according to official Penza Statistics Service data, four companies have wage arrears as of February 1, 2015.

“JSC ‘Penza Simulator Construction Bureau’ with 15,996 thousand rubles of arrears makes 76% of the total debt. JSC ‘Kuznetsk radio device factory,’ MUE ‘BTI’ of Nizhnelomovsky area, and MUE ‘Housing and communal service of Bednodemyanovsk,’ Spassky area. But, at present, according to the supervisory and control activities, we have 57 organizations - debtors, of which 24 are standing, 25 are economically active enterprises, 6 are bankrupt, two are in the process of bankruptcy. And 800 employees have not received wages in full,” the head of the Ministry of Labor of the Penza region noted.

In his turn, Ilya Chudinov, head of the regional department for supervision over the legislation legality in the social sphere of prosecutor’s office, said that on February 1, 2015, the total arrears of wages amounted to 21 million rubles in four organizations to 226 employees.

“The hidden, latent arrears are especially watched over. Last year, we identified almost three times as many business heads with arrears to report about, but they did not. The number has increased from 15 to 48. The all were brought to justice. Last year, the amount of hidden arrears exceeded 90 million rubles,” he said.
