Penza region to possibly receive over 2 bln rubles for debt restructuring

Moscow, 22 July 2015. PenzaNews. The Russian Minister of Finances Anton Siluanov and the acting governor of the Penza region Ivan Belozertsev achieved a preliminary agreement to provide over 2 billion rubles to the Penza region from the federal budget for debt restructuring during their meeting in Moscow on Wednesday, July 22.
The acting Minister of Finances in the region Lyubov Finogeeva also took part in the talks.
This loan will allow the Penza region to divert its funds to the most important debts.
During the meeting, the parties noted that the Penza region had fulfilled its budget debt obligations in 2014.
They also discussed the issues of financial provision for the debts in the federal subject and the current progression of the debt restructuring measures in the Penza region aimed at keeping the regional budget balanced.
The parties also analyzed the reasons behind the decline in tax and non-tax income of the regional budget and the changes in budget income equalization transfer.
The participants also discussed the deficit in the local program for the free state medical service, and an increase in co-financing assistance for the vital budget expense zones, says the press service of the Penza region government.
