Penza, 17 June 2016. PenzaNews. A memorandum on public-private partnership infrastructure development projects in the Penza region was signed during the St. Petersburg International Economic Forum on Friday, June 17.

The document was signed by the regional governor Ivan Belozertsev and the board chairman of “Region Trust” Evgeny Litvin.

The memorandum seeks to develop cooperation for creation of state-of-the-art infrastructural objects for purposes of education, healthcare, social services, physical education, sports, culture and tourism, as well as transportation, communications and telecommunications.

In particular, the plans for bilateral cooperation feature a project to construct and use a surgical hospital ward in Kuznetsk under a public-private partnership form.

During the signature procedure, Ivan Belozertsev discussed with the investor the potential for the company’s involvement in other large-scale regional projects, such as construction of roads and social infrastructure facilities, says the press service of the Penza region government.

The construction of the surgical ward for the area hospital in Kuznetsk began in 1994 under the federal program for elimination of negative consequences after the Chernobyl Incident. According to the original project, the 160-patient wing would be designed for providing medical services to the town of Kuznetsk and four areas of the Penza region.

During the 1990s, construction workers built three floors of brickwork with ceiling, began installing connections to the rest of the hospital and the necessary power and supply pipelines. However, the funding, as well as construction, were frozen in 1999.

At the moment, the object already received an adjusted project cost estimate documentation.

The new plans for the hospital wing features an admissions center for surgery and general-purpose treatment, wards for intensive care, trauma aftermath, surgery and post-op care, as well as an aseptic ward for five operation theaters and a septic operation ward.

According for the design of the hospital wing, it will be connected with the current surgery and general-treatment hospital buildings via an underground hallway and a ground-floor passage.
