Penza, 10 October 2016. PenzaNews. It is necessary to impose fee-based services in health, sport and culture institutions. This opinion was expressed by the governor Ivan Belozertsev.

“There was done a lot in the sphere of medicine – hospitals and clinics were brought in order. True be said, it is not all. A lot of things have been done in the spheres of sport and culture. What tremendous budget money has been invested in infrastructure, facilities, and where is the return? In theory, they should function on a cost-recovery basis, should bring money, but we see no interest in it,” he noted during the action meeting in the regional government on Monday, October 10.

As an example, the governor spoke of the sports and entertainment complex “Diesel-Arena,” which, according to the head of the region, should go by similar establishments in Finland that actively operate on the daily basis.

“I have already said it and will say it again – why do our sports facilities not function? Why do they not earn money?” Ivan Belozertsev asked.

He also drew attention to the fact that the same situation is in the sphere of health care – compulsory medical examination for money is usually carried out in commercial clinics, but not in budgetary institutions.

“That is because it does not affect the salary, the salary bonus,” the governor suggested.

He added that the similar situation is observed in the sphere of culture, where managers do not show proper initiative when it comes to rendering additional fee-based services.

In this regard, Ivan Belozertsev instructed the deputy chairman of the government of the Penza region Oleg Yagov to scrutinize the matter thoroughly.

“They should earn money, set a high bar for themselves. They should be interested,” the region head set a task.

He noted that the earned money can be directed to both salary bonuses and to the needs of institutions – repairs or purchase of equipment.
