Penza mayor hopes that reconsideration of land sales terms will help to increase budget revenues

Penza, 17 November 2016. PenzaNews. The decision taken by the governor of the Penza region Ivan Belozertsev to set special sales terms for land that belongs to governmental or municipal services, during December, 2016 – May, 2017, will let municipal government increase budget revenues. This opinion was expressed by the Penza mayor Victor Kuvaytsev on Thursday, November 17.

“This opportunity will be used by the entrepreneurs who have property but do not have land. They used to doubt because it was expensive – 100% of cadastral value, but now, I think, they will use the opportunity,” he suggested.

The head of the Penza administration noted that increase of budget revenues is one of the main goals.

“In this case all money goes to the city budget. Of course, any amount of money would be great support for us to fulfil our expenditure commitments by the end of the year,” Victor Kuvaytsev explained.

As it was reported earlier on Wednesday, November 16, during the office meeting on the implementation of the best practices of the investment climate national rating in the Penza region, the governor Ivan Belozertsev expressed the willingness to set special land sales terms for the period December 2016 to May 2017.

According to the acting head of the Department of State Property of the Penza region Dmitry Busov, the corresponding normative act has not been signed yet.

He explained that in Penza land price used to be 20% of the land tax rate per unit of area, in regions – 10%; however, in June 2016, all rates were reconsidered and nowadays land is purchased for full cadastral value.

In case the decision is taken, individuals and organizations will get a chance to buy land at reduced price until May 2017.
