Penza, 30 May 2018. PenzaNews. The Penza region dropped from 21st to 28th position in the national rating of investment climate in the regions of the Russian Federation prepared by the Agency for Strategic Initiatives. This was reported by regional Minister of Economy Sergei Kapralov.

"It is explained only by the fact that the development of all regions increased. [...] We should have probably worked more intensively to develop the factors which are considered when compiling the national investment rating," the interlocutor said on the sidelines of the regional forum of businessmen, which was opened in the M.Y. Lermontov library on Wednesday, May 30.

At the same time the minister drew attention to the fact that the Penza region had strengthened its positions on most factors.

"If the Penza region is compared with all other regions, lagging is minimal," Sergei Kapralov explained specifying that the Penza region was only 5 points behind the Sverdlovsk region, which closed the top-20.

In his opinion, it is also necessary to take into account the fact that some constituent entities of the Russian Federation that used to make up the top 20 dropped in the rating, whereas some regions of the Far Eastern Federal District demonstrated active work and moved to higher positions.

The national rating of investment climate of constituent entities of the Russian Federation assesses the efforts of authorities at all levels in the regions to create favourable conditions for doing business. Most indicators are based on inquiry of local entrepreneurs.

Pilot testing of the rating was held in 2014 in 21 regions of Russia, and the first full-scale rating was held in 2015 in 76 constituent entities.

Since then it has been prepared annually and covered all regions of the federation.

The presentation of the results of the national rating of investment climate is traditionally held within the framework of the St. Petersburg International Economic Forum, where only 20 regions-leaders are announced. In addition, all heads of the constituent entities of the Russian Federation that reached lower positions receive a full analysis of the achieved results for further actions.
