“Until 2014, in Penza region, there was a decrease in the index of the degree or depth of poverty – from 7.4% in 2005 to 3.6% in 2014, which indicates a decrease in the share of the extremely poor population, whose average per capita income is two or more times below the average subsistence level. The depth index of poverty then rose to 3.8% between 2015 and 2017 and fell again to 3.4% between 2018 and 2019,” says the section on the analysis of the current situation in the programme.
The text adds that the extreme poverty index fell from 3.9% in 2015 to 1.3% in 2018-2019, which indicates a decrease in the proportion of people most in need of state support.
