As it was reported by a PenzaNews journalist from the place of the incident, the damage occurred to the left side of the building.

It can be seen with a naked eye that the cause of the incident was water. A wet spot several metres wide stretched over the whole house – from the roof to the ground. A pile of collapsed bricks was gathered near the windows.

The place of the collision was cordoned off by a signal band.

At present, most residents of the house went outside to discuss a plan of actions.

They were suggested moving to a temporary public housing. It is planned that the residents will examine it on Thursday, February 23.

According to the information posted on the website "Reform of Communal Services", the brick five-storey building located at 10 Kulibina street in Penza was brought into operation in 1965. Its total area is over 6,000 square meters.

In December 2015 the building was recognized as dangerous because of physical wear.

The planned date of the end of the residents' resettlement was December 31, 2016, the date of demolition – June 30, 2017.

In 2013, a part of brickwork collapsed. At that time, it was established that the cause of the destruction was improper use of the building including unauthorized insertion into the sewerage and water supply systems. About 4 million rubles were spend for the wall restoration.

Another collapse of brickwork was registered on the night of February 19, 2017.
