Svetlana Kalinina criticizes approach to implementation of improvement projects in Penza

The member of the central headquarters of the All-Russia's People's Front, the expert of the working group of the APF "Quality of daily life" Svetlana Kalinina criticized work of responsible persons who had to help Penza residents to prepare applications for yard improvement within the framework of the priority project "Creation of comfortable city environment".

"We did it in a way which is convenient for us but not in a way it should have been done. [...] The project aims not only at improvement but also at teaching people to be responsible owners," she said at the round table meeting of the government in charge of the Communal Services Department, which was held in the regional office of the ANF on Friday, June 9.
Svetlana Kalinina added that it was required from the experts that they help residents to negotiate the issue and to complete the documents correctly. They also had to give recommendations concerning use of new technical solutions, creation of comfortable driveways, and equipment of parking lots and playgrounds for children.
"You failed to give them advice. [...] You did not suggest anything to the residents by the moment. You just told them how much money is needed and said 'This is what you can count on'," the ANF expert noted.
According to her, such approach will not be conducive to the implementation of the project, which started in 2017 and is designed for several years.
"I understood that at present the project may only cause quarrels between the residents. [...] The yard territories are not prepared for the realization of the project," she shared her opinion after a two-day stay in the Penza region.
