According to the people, the driver of the special vehicle that collects wastes places the container wherever he likes instead of putting it at a specially designed for this purpose place on a fenced ground.

Recently, the metal container was placed on the asphalt path blocking the way to the grocery store "Pyaterochka".

Previously, the container was placed straight on the ground – in puddles and mud – and people had to compete in accuracy to throw garbage into it because it was impossible to approach it.

The climax of the illogical behaviour of the workers of the communal services became the fact that on one of the September days they stopped to remove garbage at all.

As a result, almost the whole container ground near "Mogilevsky dvorik" was flooded with wastes and the stinking odour spread over several dozens of metres from the source of its origin.

According to the people, at night they even saw rats there feeding themselves in the garbage heap.

On Friday, October 13, the container was placed in a proper location: on the container ground.

The residents of the houses say that the communal services are mocking at them and ask Penza officials and, personally, the vice mayor for urban management to introduce proper order in the separate yard because the Oktyabrsky area administration headed by Evgeny Guseynov, according to them, fails to do so and it is high time they received a severe reprimand.
