Penza, 28 September 2011. PenzaNews. Duty public prosecutor of Leninsky disctrict of Penza sent a decree to the district about illegal inactivity of city administration and make the authorities to mount treatment facilities on releases of storm waters near the bridge in the street Bakunina, "Rostock" monument, in the street Slavy and dam of thermal power station-1 to stop dumping of polluted water in the river Sura till December, 27th, 2013.

Tatyana Ostrovskaya said: "In July the Office of Public Prosecutor of the Penza region organized an inspection because Federal Service for Consumer Rights Protection and Human Welfare in the Penza region said about the dump of oil products to the river Sura near the dam of "TGK-6" Ltd. During the inspection it was established that one of the reasons why black oil appeared in the river is the absence of treatment facilities. It is the duty of city administration of Penza to design, install and operation the treatment facilities".

As the news agency "PenzaNews" informed earlier, there was an order for the head of city administration to eliminate those infringements but there were no any real attempts to improve the situation referring to the absence of financial assets of the municipal budget.
