Penza, 11 November 2011. PenzaNews. Federal Antimonopoly Service in Penza convicted Municipal unitary enterprise “Spetsbjuro” for infringement of part 1 article 10 of the Federal law “About competition protection”.

Deputy head of the department of Federal Antimonopoly Service of Penza Tatyana Butuzova said: “The individual businessman applied to the department of Federal Antimonopoly Service concerning barriers in rendering services in digging of tombs on cemeteries of Penza. During the legal investigation it was established that the applicant addressed to Municipal unitary enterprise “Spetsbjuro” in a written and oral form repeatedly to get a permission to carry out digging of tombs by own forces on municipal cemeteries of Penza. However the given references were left without consideration, the work site wasn't provided and they had to use “Spetsbjuro” services in digging of the tombs.”

She explained that interfering with the digging tombs on municipal cemeteries of Penza led to competition restriction in the market.

She said: “Taking into consideration all circumstances of the case, the management commission convicted Municipal unitary enterprise “Spetsbjuro” for abusing of the leading position and infringement of the part 1 article 10 of the Federal law “About competition protection”. The enterprise got an instruction about termination of the infringement”.
