Penza, 18 November 2011. PenzaNews. The first case of death of the person who failed under was registered in Serdobsk of the Penza region on Thursday, November, 17th.

According to the chief of the press-service of the department of the Ministry of Emergency Situations of the Russian Federation in the Penza region Timofey Nikulin, the young man passed the river on the thin ice in 50 metres from the bridge and fell into the water.

He said: “According to preliminary data, he died of exposure”.

According to Timofey Nikulin, the relatives of the victim explained that the young man hadn’t come back home by appointed time, they started to search for him and found out his cap on the ice near the ice-hole.

The chief of the press-service said: “During the search actions the body of the victim was taken by the employees of the Ministry of Emergency Situations”.

He said that only ice which thickness exceeds 7 centimeters is considered to be safe and strong.
Timofey Nikulin warned: “There isn’t strong ice on any water bodies of the Penza region. Its thickness is expected to be only 3-5 centimeters within the next few days”.
