The former head of the department of Federal Service for Punishments Executives of the Russian Federation in the Penza region was condemned

Penza, 18 November 2011. PenzaNews. Zheleznodorozhny district court of Penza convicted the former chief of the department of Federal Service for Punishments Executives (FSIN) of Russia in the Penza region Alexander Sumenkov and his assistant Lev Kulikov. They were found guilty of the commission of the crime, according to part 4 article 159 of the criminal code of the Russian Federation “Swindle made by a group of persons on preliminary arrangement in especially large size abusing the office position”.

According to the press-service of the judicial department of the region, within the limits of the same criminal case the head of “Energospecstroy” LLC and MNP “CER” LLC Denis Nazarenko was condemned according to part 4 item 159 of the criminal code of Russian Federation "Swindle" and the chiefs of penal colonies №5 and 8 Valery Nikitin and Pavel Morozov were condemned according to part 1 article 293 of the criminal code of Russian Federation “Negligence”.

The press-service said: “It was determined that in 2007-2008 the department of FSIN of Russia in the Penza region signed some contracts with MNP “CER” LLC and “Energospecstroy” LLC on washing the systems of the pipeline of an engineering infrastructure of penal colonies. The cost of contracts exceeded 9 million rubles. Actually performed works under all contracts didn't correspond on volume and quality of the confirmed building-budget documentation. Their cost in each case was 20-40 thousand rubles”.

The department said: “The representative of the company which should execute works, being in arrangement with the head of the department and his assistant cashed the stolen budgetary funds allocated for work of penal colonies. Thus chiefs of the penal colonies under instructions of the heads signed the necessary documentation which formed the basis for payment of works which weren’t fulfilled properly”.

The court appointed punishment to Alexander Sumenkov in the form of 5 years of imprisonment, Lev Kulikov got 4 years 6 months of imprisonment, Denis Nazarenko got 4 years with serving in a corrective standard regime penal colony.

The press-service said: “Valery Nikitin and Pavel Morozov got 100 thousand rubles penalty. According to positions of the criminally-remedial legislation the court released exonerate punishment of Morozov and Nikitin due to the fact that the term of prescription of criminal prosecution has already expired.”

Besides, the court has decided to collect more than 9 million roubles stolen from the federal budget from Alexander Sumenkov, Lev Kulikov and Denis Nazarenko in favor of FSIN of Russia.
