Penza, 31 January 2012. PenzaNews. Federal Security Service of Russia for the Penza region published details about the person arrested, who under the version of the investigation manufactured and planted an explosive device near the building of Criminal Expertise Centre of Interior Ministry in Penza on election of deputies of State Duma of the Russian Federation, on December 4, 2011.

“23-year-old resident of the Samara region explained, that he arrived to Penza on December 3, 2011 and in the evening of the same day planted an explosive device on nationalist motives,” the press-service of FSB of the Russian Federation for the Penza region said.

The offices of the department of Interior Ministry of Russia for the Penza region initiated the criminal case under part 1 article 222 of the criminal code of Russian Federation “Illegal acquisition, transfer, sale, storage, transportation or carrying of weapon, its parts, ammunition and explosives.”

“During investigation the arrested man turned to be the figurant of explosion on the market in Samara on June 14, 2011 when the minor citizen of Kyrgyzstan had been injured,” the press-service said.

Now investigation bodies held operational search to establish accomplices of the given offences.

As it was reported earlier, at 01.20 Moscow time on Sunday, on December, 4th the police officer informed that the polyethylene package with a cardboard box wound with an adhesive tape was found out on the territory of Criminal Expertise Centre.”

Investigatory-operative group of the Ministry of Internal Affairs of Russia in Penza, cynologists with guard dogs and bomb-disposal experts arrived immediately and organized the security cordon.

The press-service said: “At 02.47 the improvised explosive device was neutralized. The weight of contents of the box was 2.6 kg, presumable capacity of the device was 2.3 kg in TNT equivalent.”
