15 employees of Traffic Police faced disciplinary responsibility

Penza, 12 May 2012. PenzaNews. 15 officials of Penza regional office of Traffic Police of Russia faced disciplinary responsibility according to the results of consideration of prosecutor’s office applications since the beginning of 2012.
“Thus, during the inspection facts of police officers’ numerous violations of human rights of people who were brought to administrative responsibilities were established. In particular, the rights and the duties provided by article 25.1 of the Code of Administrative Violations of the Russian Federation, article 51 of the Constitution of the Russian Federation were not explained to citizens. There are some cases of appointing punishment for committing administrative offense, non-compliance with traffic regulations in particular, outside of the sanctions of the Code of Administrative Violations of the Russian Federation,” reported the senior assistant of prosecutor of the Penza region Juliya Makarova.
According to her words, other violations were also revealed.
“For example, on February 4, traffic police officer found two drivers guilty of committing an administrative offense under p.1 art. 12.19 of the Code of Administrative Violations of the Russian Federation “Violation of the rules of vehicles’ stop” and fined them for 300 rubles. At the same time, the sanction of this article provides only 100 rubles penalty,” the spokesperson explained.
The facts of officials’ wrong interpretation of actions of persons who have committed administrative offenses were also identified.
