Penza, 15 August 2012. PenzaNews. Arbitration Court of the Penza region dismissed a claim of LLC Penza-Press and found lawful the decision of Penza Office of the Federal Antimonopoly Service of Russia (OFAS) that an administrative fine of 100 thousand rubles must be imposed on the organization as it is a publisher of the newspaper “PRO gorod Penza” where the MMM-2011 advertising was posted.

“Earlier in the newspaper “PRO gorod Penza,” the OFAS detected advertising with the picture of Sergey Mavrodi and the address of his personal website which was aimed to attract people’s attention to this person. Analysis of this website revealed that participation in the project involves the implementation of activities related to attracting money of individuals,” informed the press service of Penza Office of the Federal Antimonopoly Service of Russia.

The press service explained that the services, provided through the implementation of these activities, fall under the category of finance services, however there were no information about the organization that provides such services in the MMM-2011 advertising.

“For the said violation, the advertisement distributor was imposed an administrative fine of 100 thousand rubles. The organization appealed against the acts of Antimonopoly Service in the courts, however, the Arbitration Court ruled the Penza OFAS right,” said the press service.
