Penza opposition member Sergei Padalkin disregarded military enlistment attendance note

Penza, 14 December 2012. PenzaNews. Coordinator of the Left Front in the Penza region Sergei Padalkin disregarded an attendance note of Spassky area military commissariat for medical examination.

“An attendance note with a request to arrive at 8 am on Friday, December 14, was presented to me last night. I would not have been able to come to Spassky military enlistment, because I would have to leave at 4 am, and I don’t even have a car.” Sergei Padalkin commented on his action in an interview with news agency “PenzaNews,” noting that he is planning to report about the situation to the military enlistment the next week.

The agency interlocutor also confirmed that on Thursday 13 he received an attendance note with all the necessary procedures.

Earlier, the coordinator of the Left Front informed the news agency PenzaNews about having an illness that does not allow him to perform military service, without specifying the illness.

According to paragraph 4, Art. 31 of the Federal Law “About Military Duty and Military Service,” in case of not having a valid reason for a failure to appear in the Military Commissariat for activities related to the conscription, the person is considered evading military service and may be subject to criminal or civil liability.

Valid reasons of absence backed with documentary evidence are: illness or injury leading to disability, serious health condition of close relatives or funeral attendance, obstacles encountered as a result of force majeure or other circumstances beyond the will of the person, as well as other reasons deemed valid by the recruitment commission, the commission of initial military registration, or court.
