Penza, 29 December 2012. PenzaNews. Eleven officers of Ministry of Internal Affairs of Russia in Kamensky district and an employee of Internal Protection Directorate of Ministry of Internal Affairs of Russia in the Penza region were subjected to disciplinary measures; an investigator of the regional department of Ministry of Internal Affairs dismissed from the service on the basis of assessments conducted in the connection with death of a detainee.

The department explained that the incident, which became the cause of official investigation, occurred on 17 April 2012.

“The man was detained by police officers in Kamensky district for wounding an investigator of the department of Ministry of Internal Affairs in the Penza region. Then two citizens struck him several times in the presence of the police after that he lost consciousness, and then he died,” the department explained.

“The staff of operatively-search department of Ministry of Internal Affairs of Russia in the Penza region held an agency check, during which it was found out that the policemen did not detain the criminals. Moreover, the investigative team, which arrived on the scene, did not fulfill its duties properly. These violations of the law by the police led to the fact that the crime happened in front of their eyes and resulted in death of a person,” the department concluded.
