13 cases filed on misuse of budget funds in Penza region

Penza, 13 February 2013. PenzaNews. 13 criminal cases were filed in relation to misuse, improper or inefficient use of budget funds, including cases when implementing priority national projects, in the Penza region in 2012.

“Thus, municipal and district prosecutors revealed illegal consumption of subsidies from the federal budget allocated for the implementation of regional programs for additional measures aimed at reducing tension in the labor market. In addition, violations of the law for placing orders for goods and services for state and municipal needs were quite widespread,” the Senior Assistant Attorney of the region Yuliya Makarova commented to news agency “PenzaNews.”

She specified that violations were identified in a number of departments of the Penza region — Federal service of judicial bailiffs, the Ministry of Internal Affairs, the Ministry of Emergency Situations, the Federal Penitentiary Service, the Ministry of forestry, hunting and natural resources, well as local government, state and municipal authorities.

“In particular, the materials of the prosecutor’s investigation in Kuznetsky area were sent to the investigation agency. In the course of the audit they found that the administration of village Yasnaya Polyana concluded municipal contract for repair and laying of water pipelines in the framework of the priority national project “Development of agricultural sector” for a total of 659,902 rubles. In this case, the bidding procedure was not carried out,” the agency interlocutor explained, noting that detection of violations in this area will continue.
